The research program On Russia’s occupational classifications

    An occupational classification is a language that should be commonly used in the world of work. Every occupational structure in every country is unique. It is important for all users to share a common language in the world of work, but occupational classifications are not so unified not only in the global world, but also in a specific country. Every country has made efforts to improve their national occupational classifications and establish a unified taxonomy. International Standard of Occupational Classification (ISCO) by ILO is a standard model for occupational classifications in every country. 

     In Russia there are two kinds of occupational classifications; the one is All-Russian Classification of Blue-color’s Professions, White-color’s Functions, and wage rates (Obshcherossiiskii Klassifikator Professii rabochikh, Dolzhnostei Sluzhashchikh i Tarifnykh Razriadov: there after OKPDTR), and the other is All-Russian Classification of Employment (Obshcherossiiskii Klassifikator Zaniatii: thereafter OKZ). OKPDTR is inherited from the former Soviet classification, which was once used for statistical purposes, labor controlling, wage settings, and human resource planning in all economic sectors, and is now also, in official, used for wage setting in the sectors financed by state budget, statistical purposes, and the practices in public employment services. OKZ is rather new classification of occupations for Russia, which was introduced in 1994 to adjust their labor survey data and census to international comparison. OKZ is originated in statistical purpose, but OKPDTR has been used for practices in wage systems, labor organizations, and public employment services.

    These two occupational classifications lack a corresponding consensus in classification system; they do not have a common language. Although OKZ shares the concept and structure with ISCO, OKPDTR maintains an old style of classification developed in old soviet industrialization. OKPDTR is a classification that practically commits public employment services and human resource management in firms. Unfortunately little is known and discussed about OKPDTR’s practical influence on public employment services and human resource management in firms. This is what we are doing in this program.
