Russia’s Foreign Labor Management and its Impact on Domestic Labor Market

Grant number:18402021

What we do?

Foreign labor management is one of the primary concerns most countries face when importing labor. Russia took almost ten years to establish her consistent labor migration policy in 2002 with a federal law called “On the Legal Status of Foreign Nationals.” The growing number of legal and illegal foreign labor immigrants leads Russia’s government to improve her foreign labor migration policy. 15 January 2007 Russia’s foreign labor immigration policy once again drastically renewed.

Russia has two sources of labor inflow. One is from East Asia, the majority of whom are Chinese. The second group is from the CIS countries. Since these two flows of labor migrants are also crucial for Japan and Korea, the primary host countries in Northeast Asia, Northeast Asian studies must address Russia’s foreign labor management from a Northeast Asian perspective. It is time to share experiences in foreign labor management among Northeast Asian countries.

We conduct our research project to make sure characteristics of Russia’s labor migration policy and its impact on domestic labor market in Northeast Asian view.
